Hillsborough County Business License: Business Tax Receipt and Zoning

Informational content, not legal or tax advice. Fees, rules, and agency practices change. Confirm current figures with the agency named before you pay, file, or sign a lease. For complex situations, such as multiple locations, an LLC tax classification question, or a zoning dispute, consult a qualified Florida attorney or CPA.

Florida does not issue a statewide general business license. If you search for a Hillsborough County business license, the document you need is almost always the local business tax receipt, issued by the Hillsborough County Tax Collector. Many owners also search for the hillsborough county occupational license, which is the same receipt under a different name. Two other steps come before or alongside it: zoning sign-off for your address, and sales tax registration if you sell taxable goods or services. This guide covers each one in the order you should handle them.

What the business tax receipt is

The local business tax receipt is authorized under Chapter 205 of the Florida Statutes. It is a tax on the privilege of doing business in a county or city. It is not a competency license. Holding a receipt does not prove that you are qualified to perform the work you do. Professions and trades are licensed separately by the Florida Department of Business and Professional Regulation (DBPR), including contractors, cosmetologists, real estate professionals, restaurants, CPAs, and engineers.

Not every Florida county or city levies this tax. Hillsborough County does, so businesses operating in the county should expect to need a receipt. Confirm with the Tax Collector whether your specific activity is covered.

What the county receipt costs

The county fee depends on how the business is organized. These amounts are set under Ordinance 95-4 and are listed on the Tax Collector's business tax services page.

Business organizationHillsborough County receipt fee
Sole proprietorship$55
Partnership$110
Corporation$165

The schedule lists sole proprietorships, partnerships, and corporations. An LLC does not appear as its own line item in the figures we verified. Ask the Tax Collector which category applies to your LLC before you pay, since the answer can depend on how the LLC is classified for federal tax purposes. Do not pick a category on your own.

This guide does not list renewal dates or late penalties for the county receipt because we did not verify them. Confirm both with the Tax Collector before your first year of operation.

In-city locations need a separate receipt

The county receipt may not be the only one you need. The City of Tampa, Temple Terrace, and Plant City each issue their own business tax receipt. If your business is physically located inside one of those cities, you need that city's receipt for the location, separate from the county receipt. Your mailing address and your physical location may not fall in the same jurisdiction, so confirm with the Tax Collector and the city which receipts apply to your address.

Zoning sign-off comes first

Treat zoning as step one. A business tax receipt tells the county you are doing business, but it does not confirm that your use is allowed at the address. Hillsborough's process calls for zoning sign-off before the receipt, so check the property's zoning and confirm that your business type is permitted there before you apply.

  1. Identify the property's zoning designation through county property records or with county zoning staff.
  2. Describe your exact activity, including customer visits, hours, signage, employees on site, storage, and deliveries. Zoning decisions often turn on these details.
  3. Get the sign-off in writing and keep it with your lease and formation documents.
  4. If you plan to operate from home, confirm the home occupation limits before you sign anything.

Sales tax registration

If you sell taxable goods or services, you must register as a sales and use tax dealer with the Florida Department of Revenue before you begin business. Sales tax registration is separate from the county receipt. Do not treat one as a substitute for the other.

The statewide sales tax rate is 6%. Hillsborough County adds a 1.5% surtax, for a combined hillsborough county sales tax rate of 7.5%. Taxability depends on what you sell, so confirm treatment of your products or services with the Department of Revenue. Register online at floridarevenue.com registration.

Other Hillsborough rules to check

Towing businesses

Hillsborough County has a county towing rate ordinance. If your business tows vehicles, confirm the current rate rules with the county before you quote customers. We did not verify the rate figures for this guide.

Child care

Child care licensing moved back to the Florida Department of Children and Families (DCF) effective July 1, 2023. Child care operators apply for licensing through DCF. Confirm with the Tax Collector whether a county business tax receipt is also required for your operation.

Professional and trade licenses

If your work requires a state license, such as contracting, cosmetology, real estate, or restaurant operation, confirm the DBPR licensing requirement for your profession. A county business tax receipt does not replace a DBPR license, and a DBPR license does not replace the receipt.

Will the receipt be repealed?

Legislation to repeal Chapter 205 was introduced as HB 103. It died in the Senate, so the local business tax receipt remains in place as of October 2026. Future legislative sessions may revisit the issue, so confirm current status with the Tax Collector before you rely on any change.

Entity filings with the state

If you form an LLC in Florida, you file Articles of Organization with the Florida Department of State, Division of Corporations (Sunbiz). The filing fee is $125. The annual report costs $138.75 and is due each year between January 1 and May 1. A report received after May 1 carries a $400 late fee, for a total of $538.75. Failure to file by the third Friday in September leads to administrative dissolution.

Corporations file Articles of Incorporation for a Florida profit corporation at a $70 filing fee. The Profit Annual Report costs $150, is due between January 1 and May 1, and carries a $400 late fee after May 1, for a total of $550.

Common mistakes

  • Signing a lease before zoning is confirmed for your use.
  • Assuming the county receipt covers an address located inside a city.
  • Treating the business tax receipt as proof of professional competency.
  • Starting taxable sales before sales tax registration is complete.
  • Missing the Sunbiz annual report window, which runs January 1 to May 1.

Checklist

  1. Confirm whether your profession or trade requires a DBPR license.
  2. Confirm zoning and permitted use for the exact address.
  3. Determine whether the address is inside Tampa, Temple Terrace, Plant City, or unincorporated Hillsborough County.
  4. File your LLC or corporation with Sunbiz if you use one.
  5. Apply for the county business tax receipt and pay the fee for your organization type.
  6. Apply for the city receipt if the address is inside one of the three cities.
  7. Register for sales tax before your first taxable sale.
  8. Calendar your renewal dates and confirm them with the Tax Collector.

When to get professional help

Hire professionals when your situation has more moving parts: multiple locations, a home-based business in a restricted zone, a question about how your LLC is taxed, or a lease that limits your use. A Florida attorney can review zoning and lease terms. A CPA can advise on entity classification and sales tax. The Florida SBDC Network at floridasbdc.org can point you to local advisers.
